Program Architect for the State of West Virginia
Mr. Timm assisted the School Building Authority of West Virginia with development and implementation of the “School Access Safety Act.” He was instrumental in establishing the guidelines and procedures for this statewide program. Mr. Timm instructed administrators from all 55 counties in West Virginia in the need for and methods of effectively improving school access control. He has provided Regional Educational Service Agencies in West Virginia with technical assistance.
Lockdown Procedures – Development, Training, and Drills in Bermuda

Risk Mitigation Assessment Architect for the 2008 National School Safety Study
RETA Security, in conjunction with the American Association of School Administrators (AASA) and Ingersoll Rand Security Technologies developed an on-line risk mitigation assessment in the spring of 2008. Several months later, 445 AASA members nationwide took advantage of this innovative tool which assesses the status of security in the nation’s K-12 public schools, Results of the 2008 National School Safety Study were published in February of 2009. Currently in use and recently revised, this assessment tool identifies potential threats and determines action items to improve security.
School Security Grant Readiness and Emergency Management for Schools (REMS)
Since grant program inception in 2003, RETA Security has assisted numerous Emergency Response and Crisis Management (ERCM) winners and Readiness and Emergency Management for Schools (REMS) award recipients. From security assessments to training, we have provided assistance with all four phases of emergency management: Prevention-Mitigation, Preparedness, Response, and Recovery.
Safe Schools/Healthy Students (SS/HS)
Mr. Timm has worked as the lead security analyst for several Safe Schools/Healthy Students (SS/HS) grant winners. He conducted systematic vulnerability assessments using the ALPHA analysis methodology to determine optimal security upgrades to reduce risk in a cost effective manner. Mr. Timm has also provided emergency planning assistance, training for district security personnel, and on-going technical assistance.
Illinois Terrorism Task Force (ITTF) – Illinois State Board of Education (ISBE)
RETA Security employed a lead instructor for a class entitled “Multi-Hazard Emergency Planning for Illinois Schools” presented to more than 6,000 school administrators, educators, law enforcement officers, fire officials, security directors, and emergency management personnel statewide during the past five years. As members of the Illinois Terrorism Task Force School Security Sub-Committee, we assisted in the development of the Illinois School Safety Drill Act legislation, administrative rules, and the model Illinois School Emergency & Crisis Response Plan.
Safe to Learn Grants Program
In 1999, 2000, and 2001, the Illinois Violence Prevention Authority (IVPA) contracted RETA Security’s Paul Timm to provide Technical Assistance Training. This series of statewide workshops entitled, A Holistic Approach to School Safety Audits, involved hundreds of attendees including superintendents, teachers, counselors, and administrators.
